The Demise of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are fought: optimistic declarations are released from different nations. Immense energy is expended on containing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capacity enabled by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons roared overhead – modern combat jets provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense engaged: multiple launches targeted at a incoming threat. This was a modern interception technology at work, presumably provided by Western nations. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to sober acceptance: perhaps the incoming missile won't strike its target this time, sparing the city from ruin and further power outages.

Ongoing Risks

Soon after, a automatic firearm fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its objective.

Periodically, this persisted until dawn. Kyiv faced the daybreak reports: seven people killed, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a reliance that neighboring countries are clearly incapable to substitute in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new initiative from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This trend will, certainly, persist.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unrealistic to pressure the Kremlin to surrender the territory that it presently holds in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, US leadership does minimal to discourage Russia, through diplomacy or military means, from thinking that the current condition will not shift further in its advantage in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a complete military breakdown until circumstances change in its favour.

Current Realities

Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
